It is necessary to search for new paradigms and concepts of social services, the introduction of innovative and at the same time effective technologies, the involvement of the potential of civil society, the volunteer movement, the personnel strengthening of the industry, the growth of professional skills of social workers.

The author reveals the philosophical and socio-economic basis of the postmodern concept of social security, its Genesis and current state. According to the author, the implementation of this concept will contribute to the improvement of the level and quality of life of the population of Russia under the condition of optimal use of the modern potential of the Institute of social security, the development of the results of its transformation and modernization, adequate regulatory and legislative regulation of relations on social security, a combination of different approaches to solving problems in this sphere of life of the state and society.
The article is devoted to the actual problems of adaptation of different social groups to the new conditions of modern socio-economic and social relations. Their transformation leads to polarization of society, changes of the existing model the life of various groups in society, leads to the appearance of the strata, are not able because of objective reasons to operate successfully in the new historical conditions. The situation with certain socially excluded categories, including disabled, poor, elderly people is analyzed.

The author examines the history of the system of social protection of the population of the capital of the Russian Federation - the city of Moscow in the post-Soviet period. The digital and factual data testifying to the dynamic growth of the volume and quality of social assistance and social services to the needy residents of the metropolis are presented. The analysis of modern trends of social protection, existing problems and ways to solve them. According to the author, the most important institutional features of the system of social protection of the population of Moscow today are: the stability of functioning in difficult circumstances of radical reform of the socio-economic system in our country; flexibility and adaptability, allowing to respond adequately to the needs of modernization development; the possibility of transformation in accordance with changes in social conditions in the capital.

In the modern system of social services, an ever-increasing role is assigned to organizations of the non-profit sector. The authors analyze the state of the non-state social service sector, ways to improve the work of socially oriented NGOs. The article argues that the fulfillment of the instructions of the President of the Russian Federation on bringing the NPO share up to 10 % of the total funds allocated for the implementation of social programs requires a fundamentally new organizational and management model for the development of the social services market in the social services sector.

The author analyzes the deformation of family and moral values in modern Russia and comes to the conclusion that, despite the negative trends of recent decades, the basic spiritual values of the family associated with the Russian socio-cultural archetype (collectivism, spiritual priority over material, etc.) in General have not changed. According to the author, in the system of spiritual and moral values the family again becomes the basic universal basis of society. The article reveals the concept of cultural encapsulation. For the first time in Russian studies, the author considers the encapsulation of social work in relation to the processes of institutionalization of professional knowledge and technologies at the stages of change as a client with its specific needs and environment that changes its historical forms and models of assistance, which vary depending on the socio-political, socio-economic and technological context (in the aspect of the “digital context”).

The implementation of the UN Convention on the rights of persons with disabilities requires the use of additional and alternative means of communication of persons with disabilities, one of which is the information space. The article describes the technologies of remote support of children with disabilities and their interactive inclusion in various spheres of life. According to the author, the ability of rehabilitologists to expand the potential of children with disabilities through the introduction of information technology in the integration environment is important today. It is necessary to create domestic promising models of cyber-socialization and integration of children with disabilities.
